Requests from nearly 300 workers at the World Trade Center site for permission to file late notices of claim against New York City must be resolved in federal court, a unanimous panel of New York’s Appellate Division, 1st Department ruled Thursday.
The decision effectively cancels the rulings of a state judge, who had authorized the late claims.
