The pictures on the walls of P. David Soares’ office are mostly of the sea and majestic sailing ships.

Soares, the Albany County, N.Y., district attorney, said the sea scenes are in homage to his roots and those of his ancestors on Cape Verde, the island off the west coast of Africa where Soares spent the first six years of his life.
