In 2005, Houston family law attorney Harry Tindall, a member of the legislative committee of the State Bar of Texas Family Law Section, and then-state Rep. Toby Goodman, R-Arlington, pushed H.B. 252 through the Legislature to require divorcing couples with children to prepare “parenting plans” that establish each parent’s rights and duties.
