Washington, D.C.'s Howrey has added three veteran litigation partners in New York. They are Michael F. Armstrong, 74, who was most recently a partner in the New York office of Cooley Godward Kronish; Paul K. Rooney, 69, who has practiced at his own firm since 1970; and William O. Purcell, 65, who comes from the New York office of K&L Gates. Howrey, which has 600 lawyers worldwide, opened a New York office last year with the acquisition of litigation boutique Engel McCarney & Kenney.
