Dennis G. Jacobs, the new chief judge of the 2nd Circuit, strayed from the world of an English literature professor to become a lawyer but still admits a partiality to Victorian novels. Jacobs, 62, who took over as chief judge in October from Judge John M. Walker Jr., has a reputation as a conservative on the bench but not as an ideologue. Jacobs inherits the problem of the 2nd Circuit's growing immigration appeals caseload, which has skyrocketed by 1,400 percent since 2000.
