Nearly 65,000 New Jersey lawyers are eligible to join the New Jersey State Bar Association, but less than 30 percent have done so. Martin L. Haines, a former president of the New Jersey State Bar Association, suggests integrating the Bar, a step already taken by 27 states. Integration would require, as a condition of admission to the Bar, that all lawyers become members of a state bar association -- one ultimately controlled by the court but not necessarily very different from the existing association.

Membership has its attractions, including enhanced opportunities to mold the law and participate in educational undertakings, social events, computer programs and lawyer-to-lawyer exchanges as well as improved state Supreme Court and legislative access.
