There are currently no direct equivalents of the mandatory security breach reporting legislation seen in the U.S., either at a European Union level or within Europe itself. But that is not to say there are no data security breach laws in Europe. In general, European countries use existing privacy legislation to take action, creating a confusing array of requirements. Jonathan Armstrong, a solicitor with Eversheds in the UK, provides an overview of various reporting obligations within Europe.
