Federal Communications Commission Chairman Kevin Martin said Tuesday that the looser limits on media mergers he voted to approve in 2003 now give him pause.

“We were all concerned about the impact of media ownership requirements,” Martin told lawmakers at his Senate Banking Committee renomination hearing. “Did it make me comfortable then? No. I voted for it because I thought that was what the record indicated.”
