On April 10, then-Associate Justice of the Connecticut Supreme Court David M. Borden was presiding over oral argument when Associate Justice Richard N. Palmer slipped him a note saying that then-Chief Justice William J. Sullivan had secretly, unilaterally and mysteriously placed a hold on the release of a controversial opinion concerning public access to court information. The ensuing scandal offered a rare "behind the bench" glimpse of an office characterized by alliances, suspicions and turmoil.
