Industry giants and consumer groups found something to agree on Tuesday at the Georgia Public Service Commission: Stop, or at least slow, the planned merger between AT&T and BellSouth. The companies contend that the PSC doesn't have authority to impose conditions on the $89 billion merger, though it can regulate the Georgia business of the companies' operating units. Public service commissions in 18 states have given the merger the thumbs-up, according to BellSouth.
