The Feerick Commission has proposed reforming the convention system used to nominate New York Supreme Court justices to relax the grip held by party leaders. In a separate but related development, Chief Judge Judith S. Kaye announced that the Court of Appeals has voted to require a screening system for all judicial candidates. A federal judge recently barred the use of the convention system, finding that the control exercised by party leaders violated the First Amendment rights of candidates and voters.
