The filing of a frivolous civil rights claim by a suspended attorney has prompted a federal magistrate judge to impose sanctions. Thomas G. Sheehan was ordered to pay $3,000 for wasting the time of New York City's corporation counsel by claiming that a single incident of alleged police misconduct was the result of department custom and policy. The judge said Sheehan ignored "well-settled" 2nd Circuit precedent in making that claim and in at least five prior cases.
