The filing of a frivolous civil rights claim by a suspended attorney has prompted a federal magistrate judge to impose sanctions.

Thomas G. Sheehan was ordered to pay $3,000 for wasting the time of New York City’s corporation counsel by claiming that a single incident of alleged police misconduct was the result of New York Police Department custom and policy of protecting its officers and other employees.
