The Supreme Court ruled unanimously Monday that new Ohio rules give inmates a fair opportunity to fight transfers to super maximum-security prisons, but at the same time justices expressed some concerns about harsh conditions. Justice Anthony M. Kennedy said inmates are entitled to a process to avoid assignment to the Ohio facility where prisoners are held in 23-hour-a-day lockdown in 90-square-foot cells.
