President Bush on Wednesday named FCC member Kevin Martin to head the agency, which has recently gained notoriety for clamping down on indecency in broadcasting. Martin, who has been an FCC commissioner since 2001, replaces Michael Powell as chairman. Among the issues the agency is apt to consider soon are the digital TV transition; revisions of media ownership rules; approval of phone industry mega-mergers; and regulation of Internet phone calls.
