Verizon Wireless agreed Friday to buy PCS spectrum licenses in 23 U.S. markets from bankrupt wireless company NextWave Telecommunications Inc. for $3 billion. The agreement comes on the heels of a truce between Verizon and Nextel Communications that removes a major obstacle to a potential multibillion-dollar spectrum swap between Nextel and the government.
