The DOJ announced terrorism charges Thursday against two men accused of recruiting U.S. citizen Jose Padilla to train as a terrorist agent. Padilla himself was not named in the indictment, but was designated as an unindicted co-conspirator -- which one defense lawyer says may be a signal that the government is aiming to strike a plea bargain and use Padilla as a witness. Attorney General John Ashcroft hailed the indictment as evidence of the USA Patriot Act's effectiveness.
