A Louisiana appeals court ruled Monday that a proposed amendment to the state constitution banning gay marriage should remain on the ballot, overturning a lower court ruling and sending the issue to the state Supreme Court. The ruling came in a lawsuit filed by gay activists to keep the amendment off the Sept. 18 ballot. The "Defense of Marriage" amendment would also ban state officials and courts from recognizing out-of-state marriages and civil unions between homosexuals.
