The Supreme Court appeared sharply divided Tuesday over whether the Americans with Disabilities Act should expose states to private suits over lack of access to state services. The justices heard arguments in Tennessee v. Lane , which asks whether Congress, in enacting the law, overstepped its power to interfere with state sovereignty. The suit was brought by an amputee unable to reach a second-floor courtroom.
