A suit to force New Jersey to appoint lawyers for indigent parents before jailing them for skipped child support belongs in state court, the 3rd U.S. Circuit Court of Appeals has ruled. The 3rd Circuit affirmed the decision of a federal district court in a class action, civil rights suit that accuses the state of violating due process by not appointing counsel, saying the district court properly declined jurisdiction.
