California Gov. Gray Davis signed into law Tuesday a bill which doubles to two years the statute of limitations for filing personal injury and wrongful-death lawsuits in California. The law, billed as an effort to allow more time for the families of Sept. 11 victims to sue, also contains a provision giving plaintiffs' lawyers a significant time advantage in summary judgment motions filed by defendants.
