The 2nd U.S. Circuit Court of Appeals vacated and remanded a district court decision in a case that clarifies the restrictions a cable company can put on its public access programming. The opinion gives public access programs more leeway to include advertisements, as long as the advertisement's primary role "is to disseminate more broadly or more permanently the message contained in the program."
