The days are gone when Delaware Family Court Chief Judge Vincent J. Poppiti, delayed by some administrative concern, walked into his courtroom late and simply started the proceeding. Now he tells the participants why.

“These people are sitting there with some of the most important things in their lives going on, and someone walks in five, 10, 15 minutes late? It’s the right thing to do to explain,” he said.
