On Feb. 10, Randall and Margaret Carmean lost the latest round in their ongoing fight to collect on a four-year-old, $500,000 harassment settlement involving a former LaSalle, Ill., County sheriff.

That’s when U.S. District Judge Charles R. Norgle, Sr., ruled that LaSalle County could not be held liable for the sheriff’s actions. And the accused sheriff-behaving-badly still refuses to pay up on his own.
