Saying it is imposed in an “arbitrary, capricious and discriminatory manner,” the Philadelphia Bar Association called for a moratorium on the death penalty through the testimony of former chancellor and well-known civil rights lawyer Andre Dennis at a State Senate Judiciary Committee hearing in Harrisburg yesterday.
The committee is currently considering death penalty moratorium legislation (Senate Bill 952) sponsored by Sen. Edward Helfrick (R-Mount Carmel). The bill calls for a two-year moratorium on executions so that a study can be conducted to determine the fairness of its implementation in Pennsylvania.
