A payment by Mitch Skandalakis' insurance company to the Georgia Sheriffs' Youth Homes settles Lt. Gov. Mark Taylor's defamation suit against Skandalakis, his 1998 election opponent. But the settlement hasn't ended disagreements about the merits of the case, the significance of the settlement or the positions taken in the negotiations.
