A state Supreme Court justice excoriated two state officials in a decision issued Tuesday for ignoring clear statutory mandates in approving the cutoff of welfare assistance to an entire family because of a workfare violation.

Justice Alice Schlesinger called the conduct of the state officials “particularly pernicious,” and agreed with the plaintiff that the officials had attempted an “end run” around a state statute.
