The 2000 presidential campaign is already engaged, but the Federal Elections Commission is months away from completing regulations to govern an exploding new area of political fund raising — cyberspace.

The rise of the Web has created vast new opportunities for political communication and fund raising and will play a prominent role in the next race for the White House. Yet, until now, the six-member commission has addressed Internet issues one by one, in response to specific questions. As a result, the regulations have developed in a way that, election law experts say, is inconsistent and sometimes overly burdensome.
