Rejceting the recommendation of its counsel, the State Commission on Judicial Conduct has censured, rather than removed, a Brooklyn judge who sexually harassed his secretary.
By an 8-0 vote, the Commission found that Justice James H. Shaw Jr. had sexually harassed his secretary during the 12 years she had worked for him.
