Gov. Christine Todd Whitman has conditionally vetoed a billthat would have reduced the amount of money employers arerequired to pay into the Second Injury Fund. The governor saysthe cuts should go even deeper.
The legislation called for changing the formula used tocalculate the surcharge levied annually on workers’ compensationpolicy-holders and self-insured employers. The surcharge iscurrently based on 150 percent of the estimated cost of theprogram. The state uses an overestimate to ensure that there isenough money to cover unanticipated claims against the fund.
