U.S. Supremes May Decide Begging Is Speech Case

Do Americans have a right to beg? If attorneys representing the ACLU Foundation of Florida have their way, the highest court in the land may answer that question. Two Fort Lauderdale lawyers have asked the U.S. Supreme Court to review a case that began when the city of Fort Lauderdale banned all "soliciting, begging or panhandling" within a 166-acre stretch of the city's beach. A ruling in favor of the city was upheld in June. Lawyer Bruce S. Rogow plans to argue that begging is "a powerful form of speech."
