Regardless of whether George W. Bush heads to Washington, D.C., in 2001, he’ll leave his mark on Texas’ courts. The Legislature created 22 new district courts across Texas this past session, and Bush has been busy filling them. So far he’s announced four appointments: Robert Carl Richardson, Laura Lee Parker, George Timothy Boswell, and Thomas J. Gossett. Richardson and Parker will sit in Bexar County, Gossett in Tom Green County and Boswell’s bench is in Wood County. Gossett, 52, is a solo practitioner in San Angelo specializing in family law. Boswell, 57, has a doctorate in philosophy from Texas Christian University and is a solo in Mineola. The new San Antonio judges are both prosecutors. Parker, 34, is chief prosecutor of felony crimes at the Bexar County District Attorney’s Office, and Richardson, 43, is with the Office of the U.S. Attorney for the Western District of Texas. But Bush doesn’t get to put his stamp on all the new courts. The judgeships in Cameron, Galveston and Webb Counties will be filled by elections.
