In an opinion laced with criticism of the way last year's Million Youth March was handled, U.S. District Judge Denny Chin Tuesday ordered New York City officials to permit this year's march. Chin overturned the City's denial of a permit for the march and demonstration planned for Saturday in central Harlem, and limited the event to terms approved by the U.S. Court of Appeals. Last year's rally erupted in violence, which Judge Chin noted could have been avoided had police remained patient.
