In an opinion laced withcriticism of the way last year’s Million Youth March was handled, a SouthernDistrict judge yesterday ordered City officials to permit this year’s marchto proceed.

U.S. District Judge DennyChin overturned New York City’s denial of a permit for the march and demonstrationplanned for Saturday in central Harlem, and limited the event to the termsapproved by the U.S. Court of Appeals last year: a six block area and fourhours’ duration.
