Howard Metzenbaum of the Consumer Federation of America said the legislation would block manufacturers of generic drugs from making cheaper versions of brand-name medicines. The bill would allow the companies that make seven prescription drugs to ask the U.S. Patent and Trademark Office for three years of patent protection.
