A Norcross businessman targeted for deportation despite his status asa permanent U.S. resident has lost another round at the 11th U.S. CircuitCourt of Appeals.

The court concluded last week for the second time in six months that itcannot consider his habeas corpus petition. A two-member panel said a1996 immigration law limits its jurisdiction, at least until the Boardof Immigration Appeals issues a final order of removal.
