In 1996, the U.S. government produced the Antiterrorism and Effective Death Penalty Act, which allows relatives of terrorist victims to sue countries deemed responsible for acts of murder, kidnapping and hostage taking. But, since then, the government has stood in the way of anyone seeking to collect under the act. The rationale: Such collections interfere with foreign policy and national security objectives.
