WASHINGTON — New York’s Tully Rinckey, a federal employment and military law firm, will be open for business on April 1 for the first time in Washington. The service-disabled, veteran-owned firm announced its new office will be headed by managing partner Steven L. Herrick, an attorney with over 30 years of experience in litigation. Former Office of Special Counsel attorney and retired Navy Captain Samuel F. Wright will join Herrick. Wright is a nationally recognized leader in military discrimination law, particularly in the Uniformed Services Employment and Reemployment Rights Act. The firm has seen tremendous growth since its establishment in 2001, according to founding partner Mathew B. Tully, who also serves as a major in the National Guard. The firm plans to employ three attorneys and a compatible support staff at the D.C. location. In addition to Herrick and Wright, the office will boast senior attorney Philip J. Cave. Cave, a former member of the Scotland Yard, will focus his practice on military criminal law, court martial proceedings, and government security clearance representation. Tully said he also plans this year to launch Tully Rinckey government services division, an entity of the firm dedicated to providing superior professional and legal services to government agencies. Tully Rinckey has won landmark decisions in the U.S. Court of Appeals for the Federal Circuit, involving USERRA, EEOC and MSPB claims. The firm maintains a website at
