A top advisor to Pennsylvania Governor Ed Rendell is returning to the Philadelphia law firm he left five years ago. John H. Estey, 45, Rendell’s chief of staff from 2003 to 2007 and now senior adviser to the governor, is rejoining Ballard Spahr Andrews & Ingersoll as a partner charged with building a government relations and regulatory affairs practice, said Arthur Makadon, chairman of the firm. Estey was a partner at the firm from January 2002 through January 2003 before joining the Rendell administration. He will continue to serve as chairman of the Philadelphia Regional Port Authority and as Rendell’s designee as chairman of the Delaware River Port Authority.
