APPOINTMENTS . . . Gov. Rick Perry has appointed Don Ballard of Austin as public counsel to the Office of Public Utility Counsel through Feb. 1, 2009. The counsel represents Texas consumers in utility proceedings. Ballard is general counsel to the Texas Workforce Commission. . . . Gov. Rick Perry has appointed Jeffrey Shadwick of Houston as judge of the 55th District Court in Harris County. He previously was with Andrews Myers Coulter & Cohen.
