Thuy, CEO and headmaster of the Multi-Cultural Academy Charter School, will be the guest speaker at a naturalization ceremony scheduled Jan. 17 at 10:30 a.m. in the Ceremonial Courtroom, 601 Market St. A native of Vietnam, Thuy studied in England and France, where he received his doctorate in linguistics from the Sorbonne in Paris. He then came to the United States, where he taught at Cornell University and educated Indochinese refugees. In 1979, he founded and served as the first president of the National Association for Vietnamese American Education, and then three years later did the same for the regional Indochinese-American Council in Philadelphia. U.S. District Court Judge Norma L. Shapiroof the U.S. District Court for the Eastern District of Pennsylvania will preside over the ceremony. Motions will be given by Eugenio Rosado, district adjudications officer, and the oath of citizenship will be presented by Aida Ayala, naturalization clerk. Stella Reynolds, of the Charles Jones Jr. Law Firm, will offer remarks on behalf of the Philadelphia Bar Association. A response to the court on behalf of the new citizens will be announced. About 100 new citizens from 25 countries will become naturalized. The Federal Bar Association, criminal law committee, will host the Clifford Scott Green Bill of Rights Awards Dinnerhonoring local members of the bar whose conduct most exemplifies the principles upon which the Bill of Rights was founded; in particular, those lawyers who dedicate themselves to representing Guantanamo Bay detainees and the law firms supporting them. The dinner will be held at The Racquet Club of Philadelphia, 215 South 16th St. The cost is $95 per person. Elected and Appointed Deborah Arbuckle , a paralegal in the Land Use, Zoning & Development Department at Kaplin Stewartin Blue Bell, Pa., has been elected to the board of directors of the Montgomery County Paralegal Association for a two-year term beginning this month. Arbuckle is also active in the Montgomery County Paralegal Association’s outreach committee, and she is a member of the National Federal Paralegal Association. �
