Post-It notes, Day-Glo orange stickers, scrawled notations and clerical forms all passed as “sealing orders” for super-secret “Level 1″ case files. Judges offered little written or spoken explanation as to why they were locking away records of cases that often revealed embarrassing information about celebrities, public officials and lawyers.
