DUANE MORRIS Richard Graf has joined Duane Morris as a partner in the corporate group. Graf, 49, represents clients both domestically and abroad in business transactions, including mergers and acquisitions, securities offerings, and company formation and structuring. He also handles real estate development, transactions, and construction. Prior to joining, he was a partner at Katten Muchin Rosenman. He received his law degree from Boston College Law School.
FEDERAL BUREAU OF INVESTIGATION Lisa Monaco has been appointed deputy chief of staff and counselor to FBI Director Robert Mueller. Previously, she was special counsel to the director, giving advice on legal and policy issues surrounding national security and the criminal justice system. Monaco, 39, also served as a prosecutor on the Enron Task Force and was co-lead counsel in the prosecution of five former executives of Enron Broadband Services. She graduated from the University of Chicago Law School.
LATHAM & WATKINS William McGlone, 46, has joined Latham & Watkins as partner. He concentrates on the legal implications of U.S. export controls, trade and economic sanctions, and cross-border transactions, helping his domestic and foreign clients navigate U.S. trade statutes. Previously, McGlone was a partner at Miller & Chevalier, and he earned his law degree from Georgetown University Law Center.
SCHERTLER & ONORATO David Dickieson, 51, has joined Schertler & Onorato as a partner in the litigation group. Dickieson practices commercial litigation and represents businesses and individuals in disputes with the Internal Revenue Service. He also assists the white-collar defense group with issues involving tax law. Previously, he led the litigation group at Buchanan Ingersoll & Rooney. Dickieson earned his J.D. from the University of Michigan Law School.
SCHIFF HARDIN Six attorneys from Sullivan & Worcester have joined Schiff Hardin. Sherry Quirk, a partner, practices energy law dealing with regulatory, transactional, and legislative matters. She represents independent system operators, rural electric cooperatives, and municipal systems before the courts and regulatory agencies. Quirk, 53, earned her J.D. from American University, Washington College of Law. Regina Speed-Bost, 42, counsels electric utilities on administrative and regulatory issues. She also served as legal adviser, an advisory attorney, and a trial attorney at the Federal Energy Regulatory Commission. Speed-Bost, a partner, graduated from Georgetown University Law Center. David Fitzgerald, a partner, represents electric utilities in transactional, regulatory, litigation, and legislative matters. He also served as a staffer to then-Sen. Howard Metzenbaum (D-Ohio) on the Environment and Public Works Committee and the Labor and Human Resources Committee. Fitzgerald, 40, graduated from Catholic University of America, Columbus School of Law. Thomas Ingoldsby assists state and local governments in financing infrastructure projects. As a partner, Ingoldsby, 61, specializes in tax-exempt lease financings as well as tax-exempt and taxable bonds and other securities. He earned his J.D. from Duke University School of Law. Montina Cole, who is of counsel, focuses on litigation and legislative initiatives in electric utility regulation and represents clients before the Federal Energy Regulatory Commission, the courts, and Congress. Previously, Cole, 41, served as special counsel to the general counsel at the Commerce Department. She earned her J.D. from the University of Virginia School of Law. Stanley Wolf, 55, has joined the firm as of counsel. He counsels the electricity, natural gas, and oil pipeline industries on regulatory matters. Wolf earned his law degree from the University of California, Los Angeles School of Law.
VIRGINIA STATE BAR One attorney has been promoted and another has been hired by the Virginia State Bar. Seth Guggenheim, who was assistant bar counsel, has been promoted to senior assistant bar counsel and manager of the bar’s Alexandria office. Prior to joining the bar in 2000, Guggenheim, 57, was an attorney with the D.C. Office of the Corporation Counsel — now known as the D.C. Office of the Attorney General. There, he represented the city and its employees in discrimination, tort claims, and employment matters. He earned his law degree from American University, Washington College of Law. Kathleen Uston has joined as assistant bar counsel, where she investigates and prosecutes Virginia attorneys for misconduct. Prior to joining, she was a solo practitioner in Alexandria, representing adults and children in guardianship cases. Uston, 42, received her J.D from George Mason University School of Law. — Attila Berry
