Federal prosecutors have offered lawyer Richard F. “Dickie” Scruggs of Oxford, Miss., immunity from prosecution for his testimony as a government witness against Biloxi lawyer Paul S. Minor. Minor currently is being retried in the U.S. District Court for the Southern District of Mississippi for allegedly bribing two former state court judges, Judge John H. Whitfield of the Second Circuit Court District and Judge Walter W. “Wes” Teel of the Eighth Chancery Court District. Scruggs reportedly will be granted immunity to testify about a loan he paid off for Teel that was guaranteed by Minor, and about a loan guarantee for state Supreme Court Justice Oliver E. Diaz Jr. and his wife. The earlier jury acquitted the Diazes, but hung on Minor, Whitfield and Teel. Allegations against Minor involve his guaranteed bank loans to each judge through a bank that Minor also represented in an action against an insurer. Teel allegedly oversaw the settlement of that case in 2001.
