When Clint Bolick moved to Arizona in 2001, it seemed hard to imagine he could stay away from the nation’s capital. He’d co-founded the libertarian Institute for Justice and shown his clout by toppling the 1993 nomination of Lani Guinier to Justice Department civil-rights chief with a single epithet�”quota queen.” But last week Bolick dug even deeper roots in Arizona, announcing he’ll open a new constitutional litigation center at the Goldwater Institute and join the Scottsdale-based Rose Law Group. And no, he quickly adds, “that’s not the Scottsdale office of a Little Rock law firm,” a reference to New York Democratic Sen. Hillary Rodham Clinton’s one-time employer, the Rose Law Firm. “I like Washington best when it’s in my rearview mirror,” says Bolick. Meantime, the Alliance for School Choice, which Bolick helped launch in Arizona, is heading to Washington without him. The advocacy group, with a $12 million annual budget, has hired lawyer Charles Hokanson Jr., chief of staff at the Department of Education’s policy development office, to replace Bolick as president.
