Thomas Shannon, name partner at Kelley Drye Collier Shannon, died June 23 from melanoma. He was 79. The international-trade lawyer was known for his joviality and innovative thinking. “He was one of the people who fundamentally invented our modern trade laws,” says R. Timothy Columbus, a former partner at the firm (then called Collier Shannon Scott). As managing partner of Collier Shannon for 20 years, Shannon bucked law firm trends by pushing the firm to hire nonlawyer professionals in the late 1970s, making it one of the first in the District to do so. Prior to founding Collier Shannon in 1963, Shannon served as chief minority counsel to the Senate Appropriations Committee and special counsel for the Senate Select Committee on Campaign Fraud. Recently, Shannon played a vital role earlier this year in the firm’s merger with Kelley Drye, says partner David “Skip” Harquist. “He felt that we should merge,” says Harquist. “I think that really helped to pave the way for a very smooth transition.”
