Title: General Counsel Location: Temple Age: 57 Hometown Hero Jimmy Carroll was born to be general counsel at Scott and White Memorial Hospital; Scott, Sherwood and Brindley Foundation; and Scott & White Clinic. Sure, he has sold shoes and suits, he has maintained a private law practice, and he even has been chief justice of the 3rd Court of Appeals in Austin. But, when the opportunity came to return to Temple and take the helm of his hometown hospital in 1998, Carroll jumped at it. Dr. Alfred B. Knight, president and CEO of the reorganized hospital system, is glad Carroll did. The Scott & White that Carroll came home to had outgrown its 50-year-old organizational model of three silos: the hospital foundation, clinic and health plan. “When I first arrived, we had three separate presidents and three separate CEOs,” Knight says. “It was very much like representing three brothers. They love each other; they care about each other. But from time to time they fuss.” Soon after, Scott & White embarked on a yearlong reorganization that centralized the leadership, established an HMO, reorganized the physicians and converted the clinic to a nonprofit. “What Jimmy brought to the table was understanding of the complex organizational structure [and] financing structures. And with that broad-based knowledge [he] would bring in expertise to refine some of the elements. He was very instrumental,” Knight says. Because of Scott & White’s history and its status as a community-service organization, the sweeping changes were monitored carefully. Carroll, a hometown boy with top-notch negotiation skills, also came in handy there, Knight says. “Jimmy has the ability to take very complex legal issues and present them and explain them in a way that the layperson can understand them,” he says. Carroll values every day he works at Scott & White. “One of the men that I worked with originally told me that working at Scott & White was like going to Disneyland: You buy one ticket, and you got to ride all the rides,” he says. The ride also has been humbling for Carroll. He recalls feeling proud of himself one morning for sitting down with opposing counsel and settling a long-term, high-stakes conflict. He went to lunch, and when he returned, he had an adjoining property owner waiting to complain about how the grass on the hospital grounds wasn’t cut to her satisfaction. “You never ought to get puffed up with importance,” he says. Jerry Pickle, Scott & White senior corporate counsel and a longtime friend, says Carroll isn’t impressed with himself, just like he wasn’t when he was a justice. But Carroll’s years on the bench help him balance the department’s clients who are sometimes at odds. Notes Pickle: Carroll “helps people find common ground pretty well in a really practical, understandable way.”
