If the Conference of Delegates of California Bar Associations is going to campaign for one person, one vote ( Sept. 13), the delegates might warm up for the Electoral College by taking on three targets closer to home. Our own State Bar, in provisions for election of its board of governors, violates one person, one vote in at least three ways: (1) the 34,000 inactive members � whose dues are now being hiked � can’t vote at all; (2) neither can the 11,000 out-of-state members, even if they’re active members and pay full dues; and (3) the districting expressly overrepresents the “rural counties” in District No. 1 (Bus. & Profs. Code �6012.5).
Although the delegates no longer are formally connected with the State Bar, they still swing influence there. If they believe in one person, one vote, that’s the place to start.
