BROWN RUDNICK BERLACK ISRAELS Brown Rudnick Berlack Israels announces the addition of two lobbyists to the firm’s government law and strategies practice group. Marlene English, 37, joins as a government relations specialist. She was previously the federal government relations coordinator at the St. Paul Travelers Cos. Ruth Ravitz Smith, 43, joins as a principal. She had been vice president of federal government relations for The St. Paul Travelers Cos. CONSTELLATION ENERGY Irving Yoskowitz, 59, has been named executive vice president and general counsel of Constellation Energy. He was most recently senior counsel with Crowell & Moring. He received his J.D. from Harvard Law School. CROWELL & MORING Mitchell Rabinowitz has joined Crowell & Moring as a partner in the corporate group. Rabinowitz, 37, joins the firm from Cleary Gottlieb Steen & Hamilton, where he was counsel. He received his J.D. from Harvard Law School. DEPARTMENT OF HOMELAND SECURITY Scott Weber, 36, has been appointed senior counselor to the secretary of the Department of Homeland Security. He was formerly a litigation partner in the Newark, N.J., office of Latham & Watkins. He received his law degree from Boston College Law School. DLA PIPER RUDNICK GRAY CARY Former House Minority Leader Richard Gephardt (D-Mo.) has joined the D.C. office of DLA Piper Rudnick Gray Cary as senior counsel in the firm’s government affairs practice group. Gephardt, 64, retired from Congress in January. He earned his J.D. from the University of Michigan Law School. HOGAN & HARTSON Hogan & Hartson has added two partners to its energy practice group in the firm’s D.C. office. Both attorneys were previously partners at Dickstein Shapiro Morin & Oshinsky and will focus on transactional, regulatory, and legislative matters in energy and natural resources. Lee Alexander, 53, is also co-director of the firm’s energy practice group. He graduated from the University of Pittsburgh School of Law. Stefan Krantz, 37, graduated from American University Washington College of Law. HOLLAND & KNIGHT Mary Ann Gilleece, 64, has joined the D.C. office of Holland & Knight as a partner in the firm’s public policy and regulation group. Most recently, she was a founding attorney and managing director with Van Scoyoc Kelly. She received her J.D. from Suffolk University Law School and her LL.M. in government procurement law from George Washington University Law School. JENNER & BLOCK Mark Heilbrun, 42, has joined Jenner & Block as a partner in the firm’s public policy practice as well as the appellate and Supreme Court practice group within the litigation practice. Prior to joining the firm, he was deputy staff director and general counsel of the Senate Committee on the Judiciary. He graduated from the University of Texas at Austin School of Law. PERKINS COIE Carol Smoots, 52, has joined Perkins Coie as a partner in the firm’s environment and natural resources practice group. She was previously a partner at Thelen Reid & Priest. She graduated from Willamette University College of Law. SCHIFF HARDIN Mark Attar, 34, has joined Schiff Hardin as an associate in the securities and futures market regulation group. Most recently, Attar was special counsel in the Division of Market Regulation’s Office of Risk Management and Control at the Securities and Exchange Commission. He graduated from New York Law School. SHEPPARD, MULLIN, RICHTER & HAMPTON Sheppard, Mullin, Richter & Hampton announces two new additions. Edwin Komen, 55, has joined as a partner in the entertainment and media group and the intellectual property practice group. Komen, who had been a partner at Arent Fox, specializes in copyright, trademark, and unfair competition law. Komen earned his J.D. from George Washington University Law School. Nathan Muyskens, 34, has joined as special counsel in the white collar civil fraud defense and antitrust and trade regulation practice groups. He was most recently an associate with Morgan, Lewis & Bockius. He received his J.D. from the University of Kansas School of Law. SHULMAN, ROGERS, GANDAL, PORDY & ECKER John Adams, 36, has joined the Rockville, Md., office of Shulman, Rogers, Gandal, Pordy & Ecker as an associate in the commercial litigation department. U.S. ATTORNEY’S OFFICE FOR THE DISTRICT OF COLUMBIA The U.S. Attorney’s Office announces the appointment of five new assistant U.S. attorneys. Sharon Donovan, 30, has been assigned to the Domestic Violence Misdemeanor Section of the Superior Court Division. She was most recently a special assistant U.S. attorney in the Sex Offense/Domestic Violence Misdemeanor Section. She received her J.D. from George Mason University School of Law. Mercedeh Momeni, 37, has been assigned to the Civil Division. She was previously an associate at Jackson Lewis. She graduated from Howard University School of Law. Benton Peterson, also assigned to the Civil Division, was previously a special assistant U.S. attorney in the Civil Division. Peterson, 33, graduated from the University of Wisconsin Law School. Howard Sklamberg, 36, has been assigned to the Public Corruption and Fraud Section of the Criminal Division. He was formerly a member of the Public Integrity Section of the Criminal Division of the Department of Justice. He received his J.D. from Harvard Law School. John Truong, also assigned to the Civil Division, was most recently an associate at Morgan, Lewis & Bockius. Truong, 34, graduated from American University Washington College of Law. Daniel Gallagher, 33, has rejoined the firm as counsel in the securities department. He was previously senior vice president and general counsel at Fiserv Securities Inc. in Philadelphia.
