The State Bar announced Monday that 15 attorneys, including three from San Francisco, have entered the race for five seats on the State Bar Board of Governors. The list includes big-firm attorneys, solo practitioners, prosecutors, public defenders, appellate lawyers and one court attorney. Ballots will be mailed to all active lawyers on April 29. The last day to vote is June 30. Candidates for the San Francisco and Marin counties seat, District Four, all work in San Francisco — Shearman & Sterling associate Jennifer DePalma, Morgan, Lewis & Bockius partner James Penrod and solo Barry Tagawa. Tagawa, who lives in Berkeley, has practiced general civil litigation for more than 20 years in Hawaii and California. A 1984 graduate of Georgetown University Law Center, Tagawa has been a solo practitioner for the past 11 years. On Monday, the 46-year-old Tagawa, who served for a year on the Conference of Delegates, said he felt it was time for him to give something back to the State Bar. “I think I can bring efficiency and economy,” he said, “and represent the smaller law firms’ interests and, perhaps, the consumers’ and individuals’ interests.” Neither Penrod nor DePalma could be reached for comment Monday. But in his candidate’s statement filed with the State Bar, Penrod said he graduated from George Washington University Law School in 1967 and has been practicing in California since 1969. The litigator was a founding member of the board of directors of the Bar Association of San Francisco’s litigation section. DePalma, 30, is in Shearman’s capital markets practice group and graduated from the University of Chicago Law School. She was admitted to practice in California in 2002. Last year, DePalma, a Republican, ran against U.S. Rep. Nancy Pelosi and lost. The candidates in District Six, which includes Riverside, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties, are Los Osos solo Allen Minker; Ventura County Superior Court attorney Maria Ramirez; and Riverside Deputy District Attorney E. Michael Soccio. In District 7, which holds one of two seats for Los Angeles County, the candidates are Adam Abrahms, an associate in the L.A. office of Proskauer Rose; Sherman Oaks solo and former State Bar prosecutor Phillip Feldman; Holly Fujie, a partner in L.A.’s Buchalter Nemer Fields & Younger; and Los Angeles solo Marty O’Toole. In the other District 7 seat, the candidates are L.A. Deputy Attorney General Jennifer Kim and John McNicholas III, a partner in L.A.’s McNicholas & McNicholas. In District 8, which covers Orange County, the candidates are Tustin attorney John Dodd, a well-known appellate lawyer on dependency issues; Richard Millar Jr., a partner at Newport Beach’s Millar, Hodges & Bemis who unsuccessfully sought the seat in 2002; and Dannah Murphy, an Orange County deputy public defender in Santa Ana.
