BLACKWELL SANDERS PEPER MARTIN Elisabeth Myers, 41, has joined Blackwell Sanders Peper Martin as a partner. She is a member of the governmental affairs and energy and public utility practices and will focus on representing major petroleum and natural gas producers, refiners, and marketers. Previously, Myers was of counsel at Haynes & Boone. She received her J.D. from American University Washington College of Law. BROWNSTEIN HYATT & FARBER Steven Wall, 36, has joined Brownstein Hyatt & Farber as of counsel. Previously, he served as legislative counsel to Sen. Trent Lott (R-Miss.), for whom he provided general legal counsel and managed Commerce and Judiciary committee issues involving telecommunications, media ownership, technology, and intellectual property. Wall earned his law degree at Vanderbilt University Law School. FISH & RICHARDSON Fish & Richardson has hired William Mateja, 43, as a principal in the firm’s Dallas and D.C. offices. Previously, he was senior counsel to then-Deputy Attorney General Larry Thompson and Deputy AG James Comey Jr. At the Department of Justice, Mateja oversaw corporate and health care fraud efforts and served as the point man for President George W. Bush’s Corporate Fraud Task Force. At Fish & Richardson, he will assist corporate clients in internal investigations and defend clients in criminal cases and government regulatory and enforcement actions. He graduated from Texas Tech University School of Law. FORD & HARRISON Randy Sparks Jr., 33, has been named partner at Ford & Harrison. Sparks concentrates on employment litigation, representing clients in employment discrimination, sexual harassment, breach of employment contracts, unemployment compensation, and wage-and-hour claims. He received his law degree from the College of William & Mary Marshall-Wythe School of Law. FLETCHER, HEALD & HILDRETH Fletcher, Heald & Hildreth has promoted two associates to senior counsel. Raymond Quianzon, 35, has worked with both incumbent and competitive local exchange carriers and interchange carriers focusing on relationships with affiliate, local wireless, and wireless providers. He is a graduate of American University Washington College of Law. Lee Petro, 34, represents broadcasters before the Federal Communications Commission and negotiates the purchase and sale of FCC radio and television licenses. Timothy Bass, 34, is a litigator in the D.C. office. He received his J.D. from Georgetown University Law Center. Geoffrey Greeves, 34, is in the environmental and litigation practice in the firm’s D.C. office. He graduated from Washington and Lee University School of Law. Jason Simon, 36, is a corporate and securities attorney in the firm’s Tysons Corner, Va., office. He counsels companies, investment banks, and venture capital funds on corporate and securities issues. He received his J.D. from Georgetown University Law Center. Todd Steinberg, 35, also in Tysons Corner, specializes in tax, trusts and estates planning, and wealth management, concentrating on developing and implementing complex estate tax plans for high net worth clients. He graduated from George Washington University Law School. GREENBLUM & BERNSTEIN Charles Niebylski, 45, has joined Greenblum & Bernstein as an associate. His practice focuses on strategic client counseling, patent prosecution, and patent opinion work in the areas of biotechnology, small molecule design, and pharmaceuticals. Niebylski was previously an associate at Finnegan, Henderson, Farabow, Garrett, & Dunner. He graduated from Catholic University of America Columbus School of Law. McKEE NELSON McKee Nelson has promoted four attorneys to partner and hired a new partner. Ronald Buch Jr., 39, focuses on tax and litigation matters. He received his J.D. from Detroit College of Law and his LL.M. in taxation from Capital University Law School. William Cejudo, 42, focuses on tax issues in structured finance transactions. He received his J.D. from the University of Texas School of Law and his L.L.M. in taxation from Georgetown University Law Center. Scott Faga, 33, focuses on securitization and structured finance. He received his J.D. from George Mason University School of Law. John Galotto, 38, focuses on civil tax litigation, criminal tax, and white collar defense. He received his J.D. from Columbia Law School. Charles Sweet, 43, has joined the firm as a partner in the corporate/securities practice. He focuses on public offerings, private placements, securities registration and reporting matters, and corporate governance issues. Previously, Sweet was a partner at Carlsmith Ball in Honolulu, Hawaii, where he was vice chair of the firm’s corporate and business practice group. MILLER & CHEVALIER John Gilliland, 36, has joined Miller & Chevalier as senior international trade counsel in its international department. Previously, he served as international trade counsel for the U.S. Senate Finance Committee, where he advised members on trade agreement negotiations and pending legislation, with a primary focus on agriculture. He is a former deputy division chief for public safety and senior attorney with the Federal Communications Commission’s Environmental Compliance Group. He specializes in representing wireless telecommunications and tower companies in disputes and in matters concerning environmental protection, historic preservation, wildlife protection, and zoning restrictions. He graduated from the University of Utah S.J. Quinney College of Law. SQUIRE, SANDERS & DEMPSEY Alvaro Mestre, 34, has been elected partner at Squire, Sanders & Dempsey.
