BAKER BOTTS Former Deputy Secretary of Transportation Kirk Van Tine, 56, has rejoined Baker Botts as a senior partner. Van Tine will head a government relations practice focusing on clients in the transportation sector. He practiced at the firm for 23 years before joining the Bush administration in 2001. He graduated from the University of Virginia School of Law. DICKSTEIN SHAPIRO Dickstein Shapiro Morin & Oshinsky has hired two new partners. Andrew Sherman, 43, is a corporate and finance attorney. Previously, he was a partner with McDermott Will & Emery. His practice focuses on issues affecting business growth for companies at all stages, including developing strategies to leverage intellectual property and technology assets, as well as international corporate transactional and franchising matters. He earned his J.D. from American University Washington College of Law. Alan Schaeffer, 44, is a corporate and finance attorney. He also joins the firm from McDermott Will & Emery, where he was a partner. He advises commercial clients on corporate, transactional, and regulatory matters related to franchising, licensing and distribution, mergers and acquisitions, capital formation, and securities transactions. He graduated from the University of Pennsylvania Law School. FOLEY & LARDNER Foley & Lardner has elected five partners in the District. Ronald Carroll, 55, is a partner in the regulatory department and the energy regulation practice group. He has experience representing companies in the electric and natural gas industries, with a focus on matters before the Federal Energy Regulatory Commission and appeals of FERC decisions. He graduated from the University of Baltimore School of Law. Susan Kovarovics, 33, is in the firm’s litigation department and its white collar defense and corporate compliance and commercial transactions and business counseling practice groups. She focuses on counseling foreign and domestic parties regarding export controls, trade sanctions, and other international business regulatory matters. She graduated from Georgetown University Law Center. Norman Rich, 38, is in the intellectual property department and the trademark and copyright practice group. He concentrates on domestic and international trademark and copyright law, with an emphasis on trademark selection, prosecution, enforcement, and portfolio management. He graduated from Temple University James E. Beasley School of Law. Howard Shipley, 39, is in the intellectual property department and consumer and industrial products practice group. He counsels clients on the use of patents and other intellectual property, and he designs, implements, and oversees programs for acquiring and enforcing intellectual property rights. He received his J.D. from George Mason University School of Law. Julie Smith, 41, is in the litigation department and the securities litigation, enforcement, and regulation practice group. She focuses on securities enforcement and representing individuals, public companies, investment companies, and investment advisers in connection with investigations by the Securities and Exchange Commission and other government agencies. She received her J.D. from Harvard Law School. HOGAN & HARTSON Theodore “Ted” Sonde, 65, has joined Hogan & Hartson as of counsel focusing on securities enforcement, compliance, and complex litigation matters. Most recently, he was senior counsel at Crowell & Moring. He received his LL.B from New York University School of Law and his LL.M. from Georgetown University Law Center. SWIDLER BERLIN Swidler Berlin elected six partners and four new of counsel. David Lubitz, 40, partner, practices in litigation and directs the firm’s pro bono practice. He received his J.D. from Columbia Law School. Sean Atkins, 35, partner, specializes in energy law, including federal and state regulation of electric utilities. He received his J.D. from the University of Virginia School of Law. Robert Bertin, 36, partner, represents clients in a variety of intellectual property matters including patent applications, litigation, infringement and validity, and due diligence. He received his J.D. from George Mason University School of Law. Ulises Pin, 32, partner, represents U.S. and international telecommunications companies in Mexico and Latin America. He received his J.D. from the Escuela Libre de Derecho in Mexico City and his LL.M. from New York University School of Law. David Tiger, 39, partner, concentrates on commercial real estate and complex real estate transactions. He received his J.D. from the University of Maryland School of Law. C. Joel Van Over, 56, partner, represents technology companies in all aspects of government contracting, including proposals, federal compliance, and litigation before federal and administrative courts. She received her J.D. from Boston College Law School. Gary Gallant Jr., 37, of counsel, is a member of the government affairs group, focusing on telecommunications issues before Congress. He received his J.D. from Rutgers University School of Law. Scott Levitt, 34, of counsel, is a member of the insurance coverage group. He received his J.D. from George Washington University Law School. Melike Oncu, 33, of counsel, is a member of the corporate practice group and works with clients to implement innovative strategic business plans. She received her J.D. from George Washington University Law School. Michael Schwartz, 48, of counsel, is a member of the intellectual property group. He handles patent applications in a wide variety of electrical and software related fields. He graduated from George Washington University Law School. WILEY REIN & FIELDING Wiley Rein & Fielding has hired three attorneys from the D.C. office of Howrey Simon Arnold & White and added an aerospace partner. David Weinberg, 56, partner, is former chair of Howrey’s environmental practice group. He received his J.D. from the University of Pennsylvania Law School and his LL.M. from Georgetown University Law Center. Tracy Heinzman, 40, partner, is a former partner in Howrey’s environmental practice group. She graduated from the University of Virginia School of Law. Eric Andreas, 41, also from Howrey and a former geologist with the U.S. Geological Survey, joins as an associate, handling matters under federal environmental regulatory statutes. He received his J.D. from Pace University School of Law. Edward Faberman, 59, has joined the firm as a partner in its aerospace and aviation and government affairs practice groups. Before joining the firm, he was a partner at Ungaretti & Harris and executive director of the Air Carrier Association of America.
